Without a doubt, it will become the main political event of the country’s recent history, a period marked by profound transformations in the way of life, the economy, politics, and the social sphere. Our people have reached a point where in all its dramatic depth the question arises: should we return to ways of life that failed to justify themselves, or, overcoming the negative, building on what has been achieved, using our resources and competitive advantages, move on to new successes, strengthening the state and improving people’s lives? The future of the country for many decades depends on our choice. Which candidate should we vote for? How can we ensure the country’s authority and the well-being of its citizens? It is unquestionably clear that we need an experienced leader, tested by hardship, proven by life, firm and predictable. This is how we, the people of Dagestan and of Russia, see Vladimir Putin. Remember what the situation in Russia was like before Putin came to power. The government had weakened, the army and the police had deteriorated, chaos reigned in the country, criminal groups dictated their terms, and gangs of racketeers and corporate raiders operated openly. People had lost faith in the law. There was no unified political or legal space. Public-sector employees went unpaid for years; miners and people in other professions, driven to extreme need and despair, resorted to mass hunger strikes and walkouts. There was a real threat of the country’s collapse and the loss of its sovereignty. Separatists and extremists had unleashed war against the state. It was a difficult time. When armed gangs invaded Dagestan, many in the center lost their nerve and their faith in their own people. We all saw how, literally the very next day after V.V. Putin was appointed Chairman of the Government of the Russian Federation (Prime Minister), the situation began to change radically. In a matter of days, order was restored in the armed forces and law enforcement agencies. In those days, Putin understood better than anyone and supported the desire of our peoples to remain part of Russia, their historic choice to live together with the Russian people and build a great country. At that time, the people of Dagestan were in the vanguard of the struggle against separatism, and of the unification and consolidation of the peoples of Russia. Vladimir Putin was with us then, and he has always emphasized—and continues to emphasize—the historic заслуги of our peoples in strengthening Russian statehood. We should not forget that after the 1998 crisis, the country was practically bankrupt, the financial system had been destroyed, and control over the budget process and the regions had been lost. Only thanks to Putin’s will and the choice of the right strategy was a way out of the crisis found in the shortest possible time. Over 8 years, stability was ensured in all spheres of life; the army and navy were restored, as were Russia’s prestige as a world power and the effectiveness of state institutions. Putin’s policy on ensuring Russia’s economic security also proved farsighted, as we were able to see during the global economic crisis that began in 2008. The state managed to fulfill its social obligations, save domestic business, and accumulate resources to ensure sustainable growth and the modernization of the country. Despite the consequences of the crisis, the country is capable of implementing the development program proposed by Putin, which will bring Russia to the forefront of the world. Much has been done, and much has been planned, for the well-being of Russians. I believe that all of this will be carried out, just as V. Putin fulfilled his promises in the past.
