Quite a night, wasn’t it? We made it to a runoff, but “they’re back to their old tricks again.” Instead of honestly acknowledging the result, Sobyanin was “given” the 2% he needed (the “avoid-the-runoff” margin was fabricated by 28,000 votes), and once again we saw this disgusting spectacle:

The Moscow City Election Commission (MGIK) announced results from “100 percent of precincts” while 30% of the precinct protocols had still not been entered into the GAS “Vybory” (“Elections”) state election system. Data from many precincts still have not been entered. Even from territorial commissions—for example, the Otradnoye Territorial Election Commission (Otradnoye is the second-largest district in Moscow). Sobyanin’s result was raised from the real figure (around 48%) to the fabricated one solely through an unprecedentedly high level of “at-home” voting, which was carried out with a huge number of violations. This “home voting” was organized by city social service workers and “produced” nearly 80% for Sobyanin. In total, about 105,000 voters cast ballots at home, the overwhelming majority of them for Sobyanin, giving him at least an additional 80,000-vote margin. The elections in “New Moscow” (the territories added to Moscow in 2012) were falsified across the board, and here the mayor’s office took advantage of the objective difficulties of organizing election monitoring there. In the Troitsky district, Sobyanin received 67.6%; in the Novomoskovsky district, 69.5%. The combined margin from these districts exceeded 37,000 votes. If you subtract the “New Moscow” results from the citywide total, Sobyanin does not reach 50% even including the “at-home” vote. We are ready to hold such negotiations in the interests of all Muscovites. They could take place in the following format: Navalny, Sobyanin, campaign chiefs (Volkov, Shvetsova), the head of the Moscow City Election Commission (Gorbunov), our representative on the commission (Buzin), the head of the Election Monitoring Center (Venediktov), a representative of SMS-CEC (Melkonyants), and a representative of the Citizen Observer organization (Oreshkin). Our demands in these negotiations are simple, clear, and based on the law: A public and transparent recount of votes and review of video recordings at all “problem” precincts. By “problem” precincts, we mean: a) all precincts with abnormally high voting for Sobyanin (more than 10% higher than neighboring precincts), b) all precincts whose protocols were signed after 1 a.m. on September 9, and c) all precincts with abnormally high at-home voting (more than 5%). A public review of all application registers for at-home voting. Results should be annulled wherever the registers were filled out improperly. We are ready to begin such negotiations as soon as possible. We call on all honest citizens who care about the city’s future to come today to the official, authorized rally at Bolotnaya Square (at 7:00 p.m.) to support our demands and await the outcome of the negotiations. Yesterday we learned that we know how to win. Now we must understand whether we are capable of defending our victories.
