The officials of that state, whom for some misunderstanding we call "Russian civil servants," apply this principle clearly and openly: any legal action involving citizens of Chechen nationality must be carried out: first and foremost, with regard to the fact that they are Chechen, and only secondly, with regard to which village they come from, who calls them "bro" and "good man," and whether they wear a little round cap on their head.
