Just yesterday we started looking into how bad—or good—Oleg Anatolyevich Plokhoi, Russia’s top anti-corruption official, really is, and today Dissernet informed us that Plokhoi is, at the very least, a very bad scholar. In fact, an awful one.

His dissertation, proudly titled "DEVELOPMENT OF THE ORGANIZATIONAL AND LEGAL FOUNDATIONS FOR STAFFING THE LAW ENFORCEMENT AGENCIES OF THE RUSSIAN FEDERATION (1990–2005): BASED ON MATERIALS FROM THE INTERNAL AFFAIRS BODIES AND THE FEDERAL PENITENTIARY SERVICE OF RUSSIA," is plagiarism. Out of 152 pages, 62 contain "borrowed" material. So the very person who stole material for his own dissertation will now be in charge of monitoring conflicts of interest and making sure officials do not steal. Every time I read one of Dissernet’s exposés (they really do deserve credit), I think: why the hell did they churn out all these fake dissertations for themselves? Everyone around them understands perfectly well that it’s a sham, and it would never even occur to anyone to regard a governor or deputy minister as a "scholar." What’s the point? Just so they can put "Candidate of Legal Sciences" or "Candidate of Economic Sciences" on their business card?
