So who will win this contract? I can venture a guess that it will be Yug Stroy 1 LLC (Tax ID 2320159594), which already “won the competition” for the first phase of the project under a highly questionable pricing protocol* that looks very much like price-fixing*. This is from my December 10 post, "Why Olympic construction projects are falling apart." And here is the "Protocol for the Review and Evaluation of Quotation Bids No. 0318200009213000325-P dated 13 December 2013:"
So, dear taxpayer, you have just—through the good offices of Krasnodar officials—commissioned Yug Stroy 1 to build utility infrastructure worth 601 million rubles (about 601 million RUB), to be completed in 8 (eight) days.
Make no mistake: within a week, one of Krasnodar’s senior officials will bring home a very large gym bag with some 200 million rubles inside. He will carefully wrap the money in plastic, hide it in the basement, and then go give an interview to local TV, where, in a characteristic Kuban accent, he will say something like: "These bastards are smearing our Olympics! We know who’s behind it—the damned Americans and all sorts of European gays. We don’t need gays here in the Kuban. And we don’t need any fifth column here either: we all stand behind the president, he’s made Russia a great power again". Then he will go back to his office and write "denied due to lack of funds" on a request to repair the leaking roof of the local school—a job costing 0.5 million rubles.
