Echo of Moscow: Russia’s system for fining car owners should be changed—at least, that is the view of Alexander Chekalin, First Deputy Interior Minister of Russia. According to him, drivers should be required to place a deposit to cover future fines. Every car owner should have a sum of money in a bank account from which fines could be legally deducted. Chekalin spoke about all this in an interview with Rossiyskaya Gazeta (a Russian government newspaper), which will be published tomorrow. How can anyone have the nerve to come forward with proposals like this? So I’m supposed to put money into an account because it is assumed in advance that I’m a violator. I wonder whether Chekalin will, just for a change, come up with some initiative against extortion by the cops themselves?
