Alexei Navalny’s Progress Party emerged after another party, the People’s Alliance, was renamed; its original name had been appropriated by Kremlin political strategists. In February 2014, the Ministry of Justice officially registered the party.

The party was intended to create opportunities for participation within the legal political system: running in elections, establishing regional branches, and bringing together activists across the country. Navalny’s team worked to build and formally register a nationwide network of regional branches so that the party could maintain its legal status and participate in elections. In 2015, the Ministry of Justice declared the party’s registration invalid and removed both the party and its regional branches from the official registry. The decision was challenged, but the party was unable to regain its registered status. The name Progress Party, like the earlier People’s Alliance, was later taken over by Kremlin political strategists.
