The project emerged in the aftermath of the mass protests against electoral fraud following the 2011 elections. Navalny’s team encouraged people not only to protest in the streets, but also to defend the vote at individual polling stations. Through the website, volunteers signed up as election observers, received training, and were provided with assignments, guidance, and practical instructions. The project helped participants understand electoral procedures and document violations. RosVybory became an important precursor to Navalny’s later campaigns. Out of this wave of civic engagement grew an infrastructure for election monitoring, coordination, and the protection of votes.
