Users could select the type of problem they were facing, fill out a form, and the service would automatically generate an official complaint citing the relevant legal regulations and send it to the appropriate government agencies. It was one of Navalny and ACF's most practical civic projects. Rather than simply exposing negligence and corruption in Russia’s housing and utilities system, RosZhKH gave people a clear and accessible way to force the system to respond. Like RosYama, the project turned frustration into action: people could identify a problem, submit an official complaint, and use formal procedures to demand results from the authorities.
