Sochi 2014: An Encyclopedia of Spending

Published ahead of the Games, the project brought together information on Olympic venues, contracts, contractors, and the soaring costs of construction in a single public database. The team analyzed budgets and actual expenditures, compared project costs, and highlighted cases pointing to inflated prices, cost overruns, and conflicts of interest. The project included a database of Olympic facilities, supporting documents, budgets, and a series of focused investigations into specific construction projects and contracts. It became one of the ACF's largest early initiatives, turning abstract discussions about the “expensive Olympics” into a detailed and accessible account of how public money was spent — and, according to the project, siphoned away — during one of Russia’s largest state projects.
