His annual income is a humble 2 billion rubles.

That’s roughly 5 times more that the incomes of all the other deputies put together.

And some of those deputies are quite rich.

Such an income make Shaposhnikov one of the country’s richest public officials.

Even though he’s a Moscow deputy, the whole country should take note of him.

Well, even his declared income is 10 times less.

The most interesting thing here is not even the fact that Shaposhnikov is a billionaire,

but the fact that his wealth literally came out of nowhere.

Let’s check his asset disclosure from previous years.

3 million rubles, 5 million, 22 million, 5.5, 24 million… and – bam! – 2 billion.

So, when elections came last summer, we’ve queered deputy Shaposhnikov’s pitch

by going to all his meetings with the voters and asking him questions

about his 270 m2 penthouse in the middle of Moscow and the origin of those 870 million rubles.

Shaposhnikov has been the head of Moscow City Duma for the last 6 years.

That 2018 is the same as 2019. But it was before that.

This is a decision from June 9, 2018, according to which

the former sole owner of “Vash Konsalting”, Shaposhnikov’s father Valeri,

decided to transfer his share in the company to his son Alexey Valerievich.

Shaposhnikov Jr. must contribute 870 million rubles to the charter capital of his company.

and receive a 99% share in return.

This must be done in cash, there’s even a payment schedule.

Three payments of 290 million rubles in June, July and August of 2018.

And here’s a bank invoice. On June 14, 2018, Alexey Shaposhnikov transfers 290 million

from his personal VTB account to the company’s account. And he does so twice more.

Let’s carefully study Shaposhnikov’s asset disclosure from 2018.
