This morning I saw a letter on Twitter:

"What an obvious fake," I thought. They even dragged in some Saint Lawrence—I’m not even going to google who that is. If you’re going to make this kind of thing up, you need to be subtler.

In the evening, I see a link on Twitter:

Kaluga Region Health Minister Elena Razumeeva, in an interview with the radio station Govorit Moskva, stressed that the money was being collected on a voluntary basis. “We have always held these fundraising drives. I don’t know why this caused such a reaction. The letter says that it is necessary to organize a collection of funds. Yesterday morning, an additional clarification was sent out stating that it was strictly voluntary,” Razumeeva said. http://govoritmoskva.ru/news/43719/

That’s right. By order of the regional governor, Kaluga’s healthcare system has been mobilized to raise money for a monument to Saint Lawrence.

In the ranking of regions with the highest cancer mortality rates, Kaluga Region is near the top. May Saint Lawrence help the local cancer patients.
