Unidentified people carrying absentee certificates are moving through polling stations in large groups. We have already filed more than 20 complaints. Unidentified men (either police or thugs—most likely working together) have blocked the Open Elections headquarters and apparently are preparing to cut through the door to get inside. Golos (Russia’s leading independent election-monitoring movement) has named Kostroma the leader in voting violations.
