What was the rally held in Grozny? It was a disgrace, a laughingstock, a display of brazen threats, an anti-Chechen event, and an anti-Russian event—but above all, to me, it was corruption. It was the embezzlement of public funds on an especially large scale. It was an abuse of official power.

It was a workday, yet all the state-funded employees of this federally subsidized republic were marching around the square with placards, carrying out an unlawful order from officials.

They can rally as much as they like on a day off. But the organizers of a rally of state-funded employees on a workday should face criminal prosecution.
