The city administration first approved it, then got scared and banned it (completely illegally, and even more illegally than usual, if that’s possible), confirmed its unlawful decision again today — but then the office of the new human rights commissioner, Moskalkova (who is herself a police general), suddenly entered the picture.
They contacted Volkov themselves, told him that the city administration’s decision was illegal, and said that they would personally come to the rally tomorrow to deal with the police and, like, protect everyone:
