The top corrupt officials believe they work incredibly hard, that they are amazing builders and creators, and they see their corrupt rents as fair compensation for their backbreaking labor.
This is important to understand when thinking about how to fight corruption in Russia and why the current authorities are not taking any serious steps in that direction, regardless of public opinion.
