These are elections for deputies to the municipal assemblies. Y. M. Luzhkov, together with his wonderful gang of election commissions, has done something remarkable: under one pretext or another, he removed from the ballot almost everyone who was not even opposition, but simply independent candidates. **The number of candidates barred from the election runs into the hundreds. ** On the voter lists, for the most part, you will only see those approved by the head of the local district administration and United Russia. But. There are still a tiny handful of people who managed to fight back, win in court, and remain in the race to the finish. I believe it is the duty of all decent people to support this small guard of "independents." The NAROD movement, on its own initiative, tried to compile a list of these "independents" (to avoid unnecessary explanations, let me say right away that among the NAROD members on the list there is only Miloserdov) and posted it on its website. The list is, of course, incomplete, and it will be expanded. So far, it contains the information we have ourselves and what some parties have shared with us (Yabloko, the Communist Party of the Russian Federation). How much will this help the candidates? We believe it will help. A candidate for a municipal seat does not need that many votes to win (victory is often decided by 30–60 votes), and more than 30% of city residents use the internet. So if we can spread this list as widely as possible, it will provide substantial help to the "independents." The action plan is as follows: Find a candidate in your municipal district and vote for them. Post a link to the list on your blog. Send the link to friends and acquaintances via ICQ and email. Put the link on every site available to you. If you do not want to link to the NAROD website, copy the list to your own site and promote that new link.
