Where is this? And when?

I’ve received a lot of emails with a link to this video. People are saying it shows the construction of Nord Stream. Supposedly, it’s the "laying of a dyker (an underwater pipeline crossing) across the Synya River." I have no idea what a dyker is, or where that river is. Google told me that "Dyker" is an artist’s surname. Apparently a relative of Designer, Drafting Table, and Whatman paper. Experts, please give me your authoritative opinion.
