Can someone explain why the hell the Central Bank of Russia would be building a hotel? Do they really have nothing better to do? Do they have that much extra money lying around? Are they major experts in hotel construction and management? If Central Bank employees are so eager to vacation in Sochi, then give them the money for it directly. Their salaries are already high, by the way. Is more hotel capacity needed before the Olympics? Fine. Then let Olympstroy (the state corporation in charge of Olympic construction) handle it, or whoever is supposed to. Hire some notional Hilton. It’s amazing what people will come up with just to steal money from a construction project.
