If you remember, there was a minor internet uproar recently because Yandex was indexing SMS messages, then it turned out that Google was also indexing things that really should not have been indexed, and then people discovered that if you typed “allintitle: for official use only site:gov.ru” into the search bar, you could read documents from various government agencies marked "for official use only" (a restricted but not formally classified designation in Russia). So we prudently downloaded those documents, and I asked RosPil activist ipasserby to read through them and see whether there was anything interesting there. There were a lot of documents, so it took a long time to read them. But now ipasserby is ready to present everyone with a brief overview of the interesting things found in those documents. Episode One Episode Two By and large, there is nothing new: chaos, everything has been looted, the Accounts Chamber (Russia’s state audit body) uncovers blatant theft and stamps it "For Official Use Only." No investigations follow, no one is punished, and the losses are not recovered. Still, I recommend reading it, if only to better understand one fact: there is no real government in the country at all. There is only an organized criminal group that, by a twist of circumstance, ended up occupying certain offices.
