If you go to the Justice Ministry’s website, you can find there "Information on active organizing committees of political parties as of 09.10.2013". There, among organizations such as the party "The Law Is Not for Everyone.." (No. 33), the party "People’s RIVER" (No. 52), and the party Great Potter 55 (No. 56), you can also find the party "People’s Alliance":
After two unlawful refusals to register, "People’s Alliance" is now launching the entire registration procedure for the third time: from the organizing committee to the party congress and regional meetings. For the third time, we will be the only party that fully complies with all the idiotic formal requirements of the Justice Ministry—requirements that other parties have never complied with at all (and they still get registered, while we still do not).
I say "we" and "us" quite deliberately: this time I am an official member of the organizing committee and will join the party. We’ll see whether they register us this time, and what the Kremlin’s statements about the "liberalization of the political system" are really worth.
